How to Make a Market

The fundability frontier, systematic derisking, and the mechanics of unlocking debt for first-of-a-kind cement plants

    By Genevieve & Miles, CTC

    Executive Summary

    1

The fundability frontier separates financeable projects from stranded ones โ€” FOAK cement plants sit on the wrong side of this line.

    2

CTC systematically reduces risk across three domains: cash flow certainty, technical clarity, and supply chain security.

    3

With risk reduced, structured debt becomes available โ€” lowering the blended cost of capital and boosting equity returns.

    4

The result: projects that were structurally unfundable cross below the frontier and become financeable.

    The Fundability Frontier

In capital markets, projects are financeable when expected return compensates for risk. The fundability frontier is the threshold โ€” the diagonal line separating projects that attract capital from those that do not. Projects below the frontier are fundable. Projects above it are stranded.

Pilot-scale projects sit comfortably below the frontier: high risk, but high potential reward โ€” exactly what venture capital is designed to finance. At the other end, mature NOAK plants offer low risk with moderate returns, fitting infrastructure lending perfectly.

First-of-a-kind plants fall in the gap. They require $50-300M, lack operating history, and offer infrastructure-level returns โ€” not venture multiples. Risk exceeds reward. Neither venture nor bank capital is structurally aligned.

    CTC's Derisking Approach

CTC systematically lowers risk across three domains, moving FOAK projects rightward along the fundability graph โ€” from unfundable to fundable.

    1

    Cash Flow Certainty

Structured offtake agreements that align demand with production, providing the revenue visibility that lenders require.

    2

    Technical Clarity

Deep vertical expertise in cement chemistry, process engineering, and plant operations that reduces technology risk to underwritable levels.

    3

    Supply Chain Security

Secured feedstock agreements, logistics planning, and regional supply chain mapping that eliminates input uncertainty.

Unlocking Debt to Boost Equity Returns

With risk reduced, structured debt becomes available. Introducing lower-cost debt into the capital stack compresses the blended cost of capital (WACC), which in turn increases returns to equity holders. The project moves downward on the fundability graph โ€” crossing below the frontier.

This is not financial engineering for its own sake. It is the mechanism by which industrial-scale clean infrastructure projects become investable. Every major infrastructure asset class โ€” from toll roads to wind farms โ€” followed this same path: derisking unlocked debt, debt compressed returns thresholds, and a market formed around the resulting asset class.

    From Stranded to Financeable

The mechanics are clear: reduce risk systematically, unlock structured debt, compress the cost of capital, and move projects below the fundability frontier. This is not theory โ€” it is the playbook that created every major infrastructure asset class. CTC applies this playbook to cement decarbonization, creating the conditions for a market to form around low-carbon cement as a financeable, investable asset class.
