Building the Credit Market for Low-Carbon Cement

How CTC Systematically Derisks First-of-a-Kind Industrial Deployment

    By Genevieve & Miles, CTC

    Executive Summary

    1

Cement accounts for 7-8% of global COโ‚‚ emissions. Technical pathways exist at pilot scale, but large-scale deployment is constrained by capital structure, not chemistry.

    2

FOAK cement plants sit in a structural financing gap โ€” too capital-intensive for venture, too novel for project finance.

    3

CTC systematically reduces risk, then unlocks debt to boost equity returns โ€” moving projects across the fundability frontier.

    4

The objective is not permanent subsidy โ€” it is precedent. Once FOAK plants prove financeability, risk premiums compress sector-wide.

Cement and concrete account for 7โ€“8% of global COโ‚‚ emissions. Technical pathways to reduce emissions exist at pilot scale. Yet large-scale deployment remains constrained โ€” not by chemistry or engineering, but by capital structure.

First-of-a-kind cement plants sit in a structural financing gap. They are too capital-intensive for venture equity and too operationally novel for traditional project finance. CTC exists to close this gap.

    Step 1 of 6

    The Fundability Frontier

In capital markets, projects are financeable when expected return compensates for risk. The diagonal line represents this threshold โ€” the "fundability frontier." Projects below it attract capital. Projects above it do not.

    Step 2 of 6

    Pilots Are Fundable

Pilot-scale projects sit comfortably below the frontier. They carry high risk, but offer high potential reward โ€” exactly the profile venture capital is built to finance. The capital market works here.

    Step 3 of 6

    Scaled Projects Are Fundable

At the other end, mature NOAK plants are low-risk with moderate, steady returns. Infrastructure lenders finance these efficiently with proven track records and standardized contracts.

    Step 4 of 6

    FOAK Plants Are Not Fundable

First-of-a-kind industrial plants sit above the frontier. They require $50โ€“300M, lack operating history, and offer infrastructure-level returns โ€” not venture multiples. Risk exceeds reward. Neither venture nor bank capital is structurally aligned.

    Step 5 of 6

    CTC Reduces Risk

CTC systematically lowers risk across three domains: cash flow certainty through offtake alignment, technical clarity through deep vertical expertise, and supply chain security. This moves the project rightward โ€” toward lower risk โ€” along the graph.

    Step 6 of 6

    Unlocking Debt Boosts Equity Returns

With risk reduced, structured debt becomes available. Introducing lower-cost debt into the capital stack compresses the blended cost of capital (WACC), which in turn increases returns to equity holders. The project moves downward โ€” crossing below the fundability frontier. It becomes financeable.

    From Fund to Market

The objective is not merely to deploy a fund. It is to establish cement decarbonization as an underwritable credit asset class.

Cement will not decarbonize through grants or isolated projects. It will decarbonize when mainstream capital markets can price and finance it at scale.

"The objective is not permanent subsidy. It is market formation."
